Summary
Admineng.dll error 9 is a file read error.   The active.log is needed to determine where in the sync process the read failure occurs.  Please forward a copy of the active.log file in the client's database directory to technical support for review.

Some things to check at the client workstation are:

[1]  What is the synchronization method (LAN, FTP)  and does the login for this workstation have full read, write, delete access to the communication directory?

[2]  Check the system user variable for TEMP/TMP.   If it is a complex directory, it may help to change the variable to use C:\Windows\Temp, C:\WINNT\Temp, or similar.  This is found in the control panel under System - Advanced - Environment Variables.
