Cause

Solution

1. Verify that the database name is the same as referred to in the .icc files.  Also note that it is case sensitive.  For a standard Allure installation the database name is Internet Workgroup Database
2. It's possible the JJICC.DLL program file is not properly registered with the Windows operating system. Try reinstalling over the existing Allure installation. Also try using REGSVR32.EXE (from Microsoft's web site) to manually re-register this program file. 
3. Finally if all else fails, completely uninstall Allure, reboot the PC, and then reinstall Allure.
